Cover 7 x 7 inches baking dish with baking paper and butter the paper well. Leave aside.
Preheat the oven to 180 C / 356 F.
In heavy bottom pot, medium sized, combine butter and cocoa powder on low heat, until butter is melted.
Remove from heat and add sugar, vanilla extract, salt, flour and eggs and mix using spatula.
Pour half of the batter into the baking dish and bake for 15 minutes.
Meanwhile, on low heat, in small pot, combine Dulche de Leche, heavy cream and pecans.
Take the batter from the oven. Keep oven at 180 C / 356 F.
Pour Dulce de Leche mixture over the baked batter.
Carefully cover with the remaining brownie batter and bake for another 30 minutes.
Let it cool completely before cutting into bars with sharp knife. Wipe the blade with hot water for cleaner slices.
